Need Help with Your Taxes?

Finding free tax help or tax forms and publications may seem difficult, and even more challenging now that the library is closed due to the COVID-19 pandemic. Also, the Internal Revenue Service (IRS) and North Carolina Department of Revenue (NCDOR) are closed to the public. However, there are still easy ways to access what you need. Listed here are some options for getting free tax help or obtaining IRS federal and North Carolina tax forms and publications.

Free Tax Preparation at Experiment in Self-Reliance (ESR) Office

Starting on June 1, free tax assistance will be available at the Experiment in Self-Reliance (ESR) office, located at 3480 Dominion Street in Winston-Salem. ESR will be open for appointments only Monday – Thursday from 9 a.m. - 3 p.m. To make an appointment and for more information, call ESR at 336-722-9400 ext. 164 or 172.

IRS Federal Tax Forms:

While the library is closed to the public, you can still get the IRS 1040 form and instructions through the To-Go Library Pickup service. Call 336-703-3020 to request forms and instructions which will then be available for you to pick up at Central Library. This service is available Monday - Friday from 10 a.m. to 5 p.m.

At this time, the IRS is not able to take any phone or online orders for forms or publications to be mailed out to you. However, you can access many of them online by downloading from the website at www.IRS.gov/forms and printing.

Another option is to e-file your taxes using one of the choices listed on the IRS Electronic Filing webpage at www.irs.gov/filing/e-file-options.

North Carolina Tax Forms:

While the North Carolina Department of Revenue service centers remain closed to the public, you can order state forms and instructions and have them mailed to you by visiting www.ncdor.gov/taxes-forms/order-certain-tax-forms-and-instructions.

Limited phone assistance is also available by calling the local Winston-Salem office at 336-661-6800 between the hours of 8 a.m. and 5 p.m., and requesting that state tax forms and publications be mailed to you.

You can download North Carolina tax forms and instructions for printing by visiting www.ncdor.gov/taxes-forms/individual-income-tax/individual-income-tax-forms-instructions#2019.

You can also choose to e-file your state taxes by selecting one of the options on the NCDOR page at www.ncdor.gov/file-pay/efile-individuals.

Refund Information

To check the status of your refund, visit the following websites:

IRS federal refund information is available by visiting the “Where’s My Refund” page at www.irs.gov/refunds.

North Carolina refund information is available by visiting the “The Refund Process” page at www.ncdor.gov/file-pay/refund-process, or by calling 1-877-252-4052, then pressing 1.

COVID-19 Information

Information on the Coronavirus Tax Relief and Economic Impact Payments (EIP) is available at www.irs.gov/coronavirus-tax-relief-and-economic-impact-payments.

NCDOR Actions on COVID-19 is available at www.ncdor.gov/home/ncdor-actions-covid-19.

Tax Questions

If you have tax questions, call the Experiment is Self-Reliance (ESR) office at 336-722-9400 ext. 164 or 172. You may need to leave a message.

The IRS offices are closed and telephone assistance is not available. However, the North Carolina Department of Revenue has limited phone service. For questions specifically regarding North Carolina tax information, you can contact the NCDOR office in Winston-Salem at 336-661-6800 or the national toll free helpline number at 1-877-3052.
